WHERE DID INTERNATIONAL OVAL STICKERS COME FROM?
A short history of International Oval Stickers:

Many European license plates have similar designs, making it hard to see the difference between them. In 1969 the United Nations devised an ID system using international oval stickers for vehicles. The one, two, or three letters on these European oval stickers indicated the car's country.

The original design of these 'international oval stickers' required the sticker to be composed of one to three capital letters. The letters were required to be black on a white background on a horizontal oval.

The European stickers 'look' in North America retains the simple block letters of the original international oval stickers, but since the stickers do not need to indicate country codes, the designs will stray quite a bit from the original United Nations design requirements. North American 'international oval stickers' will often have smaller text indicating what the initials stand for, as well as web addresses, colored letters, or colored backgrounds.
