The reason for this is that many European license plates have similar designs, making it hard to see the difference. In 1969 the United Nations decided upon an ID system of country bumper stickers for vehicles.
The design of these European 'country bumper stickers' requires the sticker to be composed of one, two, or three capital letters. The letters were required to be black on a white background (on a horizontal oval sticker).
